Nishimura Seizan (birth name Mukki) was born on February 26, 1875 in Takasu Village, Toyama Prefecture to a family of farmers.
In March 1913, he was initiated into Tozan-ryū shakuhachi by Minamoto Toshō. In December 1914, he was licensed to teach in the chuden style and was given the name Tosei, and at the same time, he was allowed to teach in the training sessions. In January 1921, he was granted his license as a Jun-Shihan (associate master). In March 1923, he was elected to the Tozan-ryū Council. In February 1925, he was given the name Seizan and promoted to the rank of Shihan (instructor). In September of the same year, he was appointed as a temporary examiner for associate instructors.
Although he had a very generous and self-effacing nature, he always worked assiduously for the support and planning of the school while doing his main occupation of farming, and he had students scattered across the region. On October 5, 1931, he was finally ranked as a Dai-Shihan (grand master) and received the prestigious title of Chikurin-ken.
