A native of Yamaguchi Prefecture, Inoue Baizan (born Inoue Taichi) lived in Korea since childhood. In August 1917, he studied at Keijofu Zenrin Commercial School, and after working at Takasugi Shoten in the same area, he moved to a position at Yawata Steel Works. He had long been interested in taking up the shakuhachi, but never had the chance to do so, so he came to Yawata in 1921 and became a disciple of Ōtsubo Ryūshū Genshizan. For a time he switched teachers (to Tanabe Fūzan), but later returned to Ōtsubo. He worked hard at his studies and took the name of "Fūkone" and "Kokoro no Takego" in 1930. He became a Jun-Shihan (associate master) in May 1930. He was a member of the Tozan-ryu Akomi club and made great strides in establishing teaching centers in and outside of the city. He received his Shihan and taught disciples in the area around the iron works. He had one son and two daughters with his wife Kikue, and his father passed away at the end of 1930. He was associated with the Yawata Temperance League, a doujinshi of Tetsuginsha, and also an author.
